Big Abstract with Engineer's Estimate.  Bid Alternate 1 was awarded.

Question 3. For the modular block retaining walls on this project, are you wanting a “small” block (dry cast) or a “big block” (wet cast)?  The specs call for a small block but the plans call for a prefabricated modular block which would be big block.  Please advise

In the RR provisions it states “The Contractor is advised that MnDOT and the Railway have entered into MnDOT Agreement Number BF20539029, wherein MnDOT and the Railway have agreed to the amount MnDOT will pay for flagging and protective services.”  Can you please clarify what that means to us and what we need to provide for flaggers?
